You need to get the manual for the scanner from the manufacturer and reprogram the scanner. You scan a series of barcodes that are made to reprogram the scanner. You can usually call the manufacturer for free and theyll sort you out.
Resetting the Scanner (Clearing all Memories)
To reset the scanner to factory defaults, turn off the scanner. Then, while holding down 2, 9, and HOLD, turn on the scanner. All scanner memory contents are erased.
The key fob battery, the theft module , must be causing the problem. The car not getting open with key, may be key needs reprogramming.--------
There is a battery in a key fob, many a times battery gets weak or dead, causing the problem. But if battery in key fob is already replaced, then theft alarm needs to be reprogrammed by the dealer. The theft system is not letting the car to start.----------- Both key fob and theft module needs to be reprogrammed by the dealer. Its done by a reprogramming scanner. Not a error code scanned, but a reprogramming tool scanner.-----------
That will only pin point the problem,if the theft module is got faulty or just needs reprogramming.----------
This will help.Thanks.Helpmech.

If you need a copy of the manual to assist you in reprogramming the scanner, you can download and print it, at no cost, here: http://www.uniden.com/pdf/BC244CLTom.pdf
The linked article below indicates that the PRO-95 and other non-digital Radio Shack scanners are not capable of rebanding to provide coverage of the revised Motorola systems. For more information you should contact your local Radio Shack store.
You might be able to, if you understand how to reset the scanner's binary CPU board. But honestly, I had the same scanner with the same problem, and one way to fix it is to reprogram the entire scanner's memory. The second way is expensive, send it to a radio repair store. I'd recommend to just reprogram it and see if it works then. If no avail, you might need to have it looked at, but reprogramming it helped my problem. It's time consuming I know, but it worked.
The scanner was probably turned off and it forgot what frequencies were programed into it. Older scanners have a problem with retaining their memory when they are shut off. Most of the older scanners have a memory back-up battery that helps the scanner retain its memory. Check and see if this battery is still good. As for your frequencies, you'll have to reprogram the scanner. To put it in technical terms, some older scanners have what is called RAM (Regency Alterable Memory) and ROM (Regency Organized Memory), when you turn off you scanner, this memory is erased, along with your programmed channels. Be sure not to turn off your scanner unless you're willing to reprogram the scanner.
