What does it mean when the aux is flashing on my thermostat?

I assume that you have a heat pump system. If this is the case, the outside temperature is probably lower than the heat pump is sized for and it is using the auxiliary heating system to keep up. The auxiliary heating system usually is an electric coil in the heat pump unit which supplements the heat being produced by the heat pump. This is normal operations and does not indicate a problem with the heat pump, it is just really cold outside. If it is not colder than usual outside, there may be a problem with the heat pump and you should call a heating contractor to check it out.

It sounds like maybe an overload for the compressor is tripping and resetting once the compressor cools. Possibly due to a low charge.

Our thermostat is set at hold with the fan on auto. The house and cool temp is set at 75 degrees, yet the fan will stay on CONTINUOUSLY unless I manually take down the temperature OR the outside temp falls...

it is ok to run your fan continously. constant air filtering as long as it pauses before a/c cycles on. will not use any more electricity than a toaster. is there a fan programing feature on t-stat. if so you will need to turn programing to fan off

I set the thermostat to 70 degrees but it doesnt cool down to 70, it seems that the temp in the house only rises, instead of cools down.

Setting Unit at 70* ? and not cooler ( dropping temp in the house ) Question ? does temp dop at all, if so the Unit maybe unsized, if the temps are going up then the unit is not working at all - maybe just the fan is running. If this is a split unit ( outside unit / furance). A number of things could cause the same problem - call a sevice company. it could be anything -from a Breaker to an electrical part, split Units have to different breakers ( fuse) . Check that first
