Hi, I've had a couple of machines with similar symptoms. The remedy will be one of a few. Instead of a recovery, you may need to do a full system install. The most likely problem is the heat sink/fan is getting clogged with debris, thus causing the system to run hot, which includes the video module. Cleaning this out is definitely something that needs to be done regularly in any case. Also, the lcd cable may be slightly loose where it connects to the lcd. Finally, it's possible that the video module is going bad... not much you can do about that. Hope this helps. Good luck

I would first attempt to reinstall the software from the install cd. Your Toshiba support page is recomending a new BIOS upgrade. See below:

If you can manage to bring up msconfig from the Start, Run command I would stop all unimportant start up tasks for the time being. I prefer malwarebytes and ccleaner for maintenance on my systems. If interested here's the links :)

If you can get a windows 98 disk just to format the drive you can reinstall without any problem .the thing is that if you do a clean install the drive needs to be complely clean of the os so if you start with win 98 than win you install your system disk you should have no problem the thing is when you do a reinstall some time the drive is not wiped clean just reinstalled over and you still have the same problem soo try to find win 98 or have someone make you a boot disk it will contain fdisk which is a disk format utility than install you restore disk this should work good luck let me know what happens

Instead of doing an automated recovery, try system restore. This helps when automated recovery cannot find a solution

At what point during boot-up do you see the crazy lines? Any error messages?
If it is not a Windows issue, then recovering it will not solve the problem as it could be hardware related.
