Unable to receive incoming calls

-   was given a lg shine to use on virgin network. Sim is fine have had that check on another phone, but the when i dial out it always says 'user busy' no matter who i call, and if i call the phone number it says ' this number is currently not receiving calls' took it to phones for u and put sim in another phone and worked both ways.please help so frustrated as i have tried putting everything back to default and still the same-   scottishfem
