Electric service to outside unit is proper.on start up unit works perfect,after a few hours it starts to draw 40 amps from its normal 10 amps.it will go up and down every 2 seconds then throw the 20 amp breaker?

Sounds to me like yo have dirty condenser coils (outside unit) After this runs and gets hot it loads the compressor because it can not release heat out of the condenser coil it also may have a restriction somewhere on the high side that could cause this maybe in a txv or in a line filter.

1 ton of ac is 12000 btu. you should probably call mitsubishi they have a tech support that will help you with this. the number is usually in the paperwork that came with the unit. you may find it on the tag where you got the model number
For an RV 15000 BTU air conditioner the size being maximum for 115 volts ac you will need to have a independent circuit breaker for it only and rated at 20 amps. The average amps depends on serveral factors like actual supply voltage somtimes 110 to 120 volts and wire size and length feeding the air conditioner. mr. slim air conditioner good brand. wall type or casset type (Roof model)?.. 1) may be your control processing unit (PCB) damage.
2) Refrigerant gas leaking. low pressure switch off. 3) Compressor not working properly. 4) This is 3 phase model may be Ac power not correct. my opinion call Service person.
Let me try to send you to a quick fast electrical course on wiring size vrs amp draw it can carry before it burns into. The breaker box can send out the rated amps the wire comming into the box its sized for. (example. #3 can carry 10 amps) then it is distributed thru breaker thru the wires to the loads amp draw. depends on the maxium rated amp draw of the load, the wire can carry a certain amount of heat or amps. Ceck the max. rated amps or heat draw it can carry to size your wires & breaker,! thank you very much!
HOW MANY BTU IS THE AIR CONDITIONER? And is it 110 or 220 line!
If it is using 110 or 115 volts like normal house current and it throws circuit breakers in your electric box,then you need to run a dedicated line just for the Air Conditioner! Usually this happens to 110 -115 volt air-conditioners that are more than 12,000 BTU and do not have a dedicated electric line in the wall only for the air conditioner!
New air conditioners have a circuit breaker built into the units plug! And I have seen some that throw that breaker to off frequently even if it's only an electric surge! Which it should not do! if its the case and it's new, take it back to the store and ask for a different model, size, or brand! Fedders had an 18,000 BTU/ 110-115 volt unit that did this with every single unit last year! I stopped selling that unit only!!
