Try this steps
1. check the voltage across the 160v usually 100uf electrolytic cap.
if you have a B+ here then you have a open fusible resistor in line with the B+.
2. If there is no B+ on the cap, you have a problem on the regulator section.
Usually it is due to defective volt regulator IC/Transistor, open fusible resistor, leaky capacitor.
3. If you confirmed that the fusible resistor lined in 160v is open, replaced it with a new one.
But first check for the H-out transistor for short.

Very likely the flyback is bad. Most CRT sets have an SCR clamping circuit that "crowbars" or shunts power if the voltages on the flyback outputs are not within spec.
still there is a drop in voltage then your fly back transformer faulty.
