Maybe your bluetooth required a drvers to run in your system. if the devices have a drivers, try unistall the drivers and reinstall it again to correct some featured errors.
I had the same problem as you. I took the following steps to solve it.
- Powered off both devices. - Turned on the Supertooth by holding the powerbutton until light alternates red/blue. - Turned on phone, enabled bluetooth. - Went to Connectivity->Bluetooth->(right)->options>"New paired Device".
It finally managed to pair the device. Had to enter pincode (0000, which is default for all supertooths).
The are no drivers all you need is the activesync program from Microsoft. Activesync is the program that comes with all windows mobile devices for transferring data between your PC and mobile device.
Have you paired it with the Pocket PC yet? If you haven't.. press and hold the left-side M emblem for about 3 seconds until it starts blinking. This will put it in pairing mode. I'm not sure how to work Bluetooth on the Pocket PC, but wherever Bluetooth settings are, you need to turn on 'Find me' or something similar to that. Allow them to find each other, and they will ask for your approval, and then automatically pair.

the only thing you can try to "reinstall" is the PC Bluetooth Stack.
Goto "http://eu.computers.toshiba-europe.com" , search for "support & downloads", now click on "downloads".
Choose your PDA Model and download the available stack.
