On everyone I have ever seen, there are just three bolts that go through it into the auger housing. There is a notch that the scraper has that fits on to the end of the housing. You can see the drawing for it here -

I just picked one of the models for 38182 cause i think they are likely all the same, but if you want to be sure, use the list here - http://www.partstree.com/parts/?lc=Toro+Consumer&mn=38182 and choose the one that matches your serial number range. Then select the drawing to see the rotor assembly. Should be pretty easy except sometimes the heads of the bolts to keep the scraper on get wore down if the scraper bar wasn't changed when it should have been.
