Cannot set oven timer and hence can't use oven

I cannot set the Oven timer, although I have followed the instructions precisely. It just defaults to a flashing light once the set up is complete. Without the timer the oven will not work. Have tried local agent but line appears out of use. What can I do?. I am in Nice, France
