I have an E5400, I turn it on, the Dell screen comes on, then will go to a black screen with blinking cursor top left, cannot type, and the blinking light that shows cpu is working doesnt do anything, I have run preboot diag, it says no problems.

Define "normal", does it loads your windows desktop with all icons, does it loads windows, if not you might need to reinstall the Operating System. You can find a nice tutorial here http://adf.ly/ImuHt

The "Keyboard Properties" window opens. Click the "Speed" tab. A list of options appears. The "Cursor Blink Rate" section shows a "Cursor Blink Rate" slider displaying a range from "None" to "Fast." Click and drag the slider button to the "None" area in the far left portion of the "Cursor Blink Rate" scale. Click "Apply." Click "OK." The cursor stops flickering on the screen.
It must be a software problem... try to restore your software most dell computers have a particion where all the software needed to start you pc is stored....

Anyways, it seems like you have a corrupted BOOT problem.
On Windows Vista and Windows 7, you can insert your Windows installation CD, and choose the "Repair my pc" option.
Windows will do it automatically fro you, and you'll be up and running in a couple of minutes.
