That's not a Desktop problem, it's a webcam problem. I mean, how far off should the answer be if the question's like that; it's like a farmer whose sheep and cows got out of his car's way blaming people and buildings in the city for being dumb when he gets in a scrape once there.
Never use the install CD; it's almost always out of date. Go to the webcam maker's site (or google it) and find support or driver downloads, get the latest driver for your device, and install that. Oh, and you might have a proper model number handy for the purpose...look closely or check out the info in /dev/USB or Device Manager.
