TV Keeps flashing Fuzzy black and white static then the picture appears
Sometime the screen cuts inhalf half with fuzzy flashing black and white static moving and there will be a line down the middle with the bottom half black and white not moving. After about 5/10 minutes the picture will appear for about 5 minutes and it will go to the black and white screen again.

Possible failure of the VERTICAL SECTION of the deflection circuit. It is possible that the areas related to the vertical circuit is checked , check for weak capacitors near the output vertical drive. Also a faulty vertical coil- deflection coil- can result in half picture. A vertical signal test can confirm.
Your TVs tuner tuned a little off frequency. It could be as simple as having cable box on where you have good picture but fuzzy sound, use the TVs remote to change the channel and then change it back to proper channel. If that doesn't fix you may have wrong tuning type selected in channel set up menu.
If you know where the fly back is, ok open the casing and see at the
back of the fly back, there are two knobs, one for the focus and the other is
for the brightness. Try twist both and see which one is for the focus. Ok,
from the focus knob try adjustinguntil the fuzzy sight disappears. Try
this, I usually do it to screens with blurryappearances.
Any set can be repaired it is the question of the cost and the availability of the parts.
The fuzzy lines with static noise is probably from an arcing in the high voltage multiplier or in the flyback windinngs. I am very sure that the flyback assembly with the high voltage multiplier, and most likely the horizontal output transistor will have to be changed just to start. It is also possible that there may be some failure in the power supply as well.
The set would have to be serviced by an experienced TV tech. As for the cost, it will be a bit expensive.
first off how good are you with a solder iron ?
beside the obvious rf connector problem these set's had
problems with bad solder connections within the tuner itself.
google( sam goldwasser repair faq) for the solder template.
