Trouble turning tv on and get a picture with a blue screen

I started having trouble turning on my FLM - 3723 TV to where it takes multiple times of unplugging and plugging it back in before it would turn on and then the screen has some lines running through it at first when it turned on. Now I get a blue/green screen when I watch the tv. I still have a picture its just a different color.. Also I get a message stating something about the "v-Chip" can you please help me..
