You do not say if windows or mac. Either way, boot up, open cd/dvd drive, put in ops system disk, power off, when started, re install or repair your ops installation. Donside here is you may have to wipe drive as it seems as if some virus/trojan has got hold of your registry start up sequence. Safe bet, reinstsall ops system, goodluck.
