Error message states 13.02.00 paper jam ... even shows up if the paper tray is out of the printer .... have looked everywhere and can't find any paper remenants. Tried 'cold reset' but didn't help. Used compress air but no results.

Thhis error is usually due to a dirty photcell (sensor) in the tray 2 paper feed assembly or a broken sensor flag in the same assembly. Start be removing all cartridges and the transfer belt. Look in the bottom of the printer below the lowest cartridge slot for a removeable cover. That's the area your problem is probably in. Your best method of troubleshooting is the manual sensor test as this is a generic paper jam error.
on your sensor tests:
0 = off 1 = on
A = TOP OF PAGE SENSOR B = PAPER LOOP SENSOR C = N/A D = FUSER PAPER SENSOR E = DELIVERY-TRAY PAPER-FULL SENSOR F = FUSER PRESSURE-RELEASE SENSOR G = MEDIA SENSOR H = N/A I = MP TRAY SENSOR J = CASSETTE SENSOR K = DOOR OPEN DETECTION SWITCH L = DEVELOPING ESTRANGEMENT SENSOR - CLR M = DEVELOPING ESTRANGEMENT SENSOR - BLK N = MP TRAY MEDIA POSITION SENSOR
A-F are paper path sensors - you can toggle them and watch if they change from 0 to 1. If they do, the problem is not in that area.
G can have states from 0-7 each one representing a different type of paper - shouldn't have anything to do with jamming.
hope this helps. probably a tiny piece of paper or toner somewhere. could also be a torsion spring out of position on a flag.
after you power off machine and then turn back on does machine come up to a ready state and then when you try to print it tells you there is a jam again or does the error message stay even after you power it down?
Your problem is going to be in the paper feed assembly. Remove the cartridges and look for a plate under the bottom cartridge. Remove the plate and I believe you'll find your problem. It's a pretty common place for hidden jams on the 5500/5550 printer.

HP LaserJet 4, 4m, 4 Plus and 4m Plus Series Printers - False Error Message 13 PAPER JAM
After clearing all jammed paper from the HP LaserJet 4, 4m, 4 Plus, or 4m Plus series printer, the display still reads 13 Paper Jam . Even after cycling the power off and then back on, the error remains.
Open the rear door of the printer. There is a paper sensor near the upper right hand corner of the fusing assembly (just below the right edge of the long yellow warning sticker on the fuser) that can cause paper jam error messages even when there is no jammed paper in the printer. Toggle the thin black plastic lever up and down to make sure it is not stuck or sticky. The lever should be in the down position before closing the back of the printer. If the lever is stuck or missing, the printer will generate a false paper jam message.
