if the dots are pixelated, you have an lcd issue (or if you have a dlp, it's a dmd issue). if it's not pixelated, try to focus the lens on them. if you can, it's dust. blow it out with canned air.

If the dots cant be blown off the lens, or appear rectangular in shape when looked at close up, then you have pixel failure. If so, then the DMD chip probably needs replacing.

Your dlp chip is going bad and cannot be fixed economically. Several of the mirrors on the chip are hanging up and they won't come back. It will just get worse. My Sharp XR32X is doing the same thing. New projector time.
