If you tested that to another working CPU but the same problem before, i think that monitor has a problem in horizontal section, check the B+ atlaest 175v if is it normal the power supply is ok, check the H.O.T horizontal output transistor, remove or hang the 3 pins then power on the monitor, if the led did not blinking the H.O.T has fault may be leak, open or shorted.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed SAMSUNG monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums Post back what you see inside so we can guide you further and it will help out other people in the future also. http://en.wikipedia.org/wiki/Capacitor_plague http://www.badcaps.net
Yes it can be, try it on other PC first to narrow down the problem.
Most problems in the Dell are failed transistors, poor solder works, see pictures here for guide: http://s807.photobucket.com/home/budm/allalbums Post back what you find.
satservice, What happens AFTER 15 min of FLASHING?? What did unit do or act like 3-4 weeks ago? Is the screen both BLACK and BLANK? or is screen just black and you can SEE win-desktop if you shine a bright flashlight 1 inch from screen at differnt angles? Can you use your Samsung warranty? Will monitor do same when connected to different KNOWN GOOD prebooted to desktop PC? Are you refering to the "power ON" indicator light on front BEZEL as the FLASHING thing? Need more info, but I suspect "shutdown of units "switch-mode-power-supply" due to detection of FAULT CONDITION having been detected with other circuit or with itself.
