You were thinking about the buffer circuits - those can be found only on LCD screens. In a plasma the pixels are commanded directly by the Y and Z -sus boards. so if you have horizontal lines on the screen that are badly controlled then it's surely the Y-sus board's fault - it has failed and you will have to replace it.
Unfortunately finding an Y-sus replacement board for your model of tv will be very difficult - i couldn't find one online. Try searching thru auction and other sites that deal in second hand stuff, in repair shops (some of them by tv's for parts), but a repair shop of a dealer would be my best bet.
If they are vertical then you should replace the Z-sus board. Yes, you must also match the board to the screen - there will be a small semi-adjustable resistor, clearly labeled for that; see here

Follow the top and bottom connecting ribbons, they plug in it - it should be about middle right. Yes, that is all - the resistor is clearly marked on the board, look for it.
You need to pull the plastic casing in which they plug in, a little out to unlock the cable , then they will just slide out.

Yes, that should be it , but i'm not sure: check it yourself if the ribbons from the plasma panel plug, in your tv, in an identical looking one.

ok so does y-sus board control the pixels horizontally, and the z-sus board control the pixels vertically, becasue the lines on my tv run vertically. if i brought a new board would i need to do anything else apart from plugging it in??
plus my tv isnt a samsung as it says in the title
ok, which board is the z-sus board in my nec? would u also know where the small semi resistor is located on this board? so apart from this resistor there is nothing else?

so ive just gotta replace this board and it should work fine? just to make sure, was that product on ebay the board i have to replace in my tv? is it the board which needs cooling cause i cant see my last comment, and i forgot exactly what i said. sorry about all the trouble mate, i just wanna be 100% sure on what i need to replace so i dont spend heaps of money on the wrong board, especially when im in year 12
