If your indoor photos appear ok then most likely your camera is set on a specific setting. Switch it to auto for convenience. Or read your manual, there are a lot of things you can learn from the manual. Look under the different types of scenarios, night scene, macro, daylight, etc.

Change Photos from Black and White to Coloured

Unless you want to colorize them by hand, there's no way to add color to black and white photos. Given a black and white photo showing a person in a gray dress, how do you know whether the dress was blue or red or some other color?

How do you take a black and white photo with olympus tg-310?

The TG-310 does not have any way of taking black&white photos, nor does it offer a method to convert photos to black&white.
However, you can convert a color photo to black&white (or sepia, or cyanotype, or a lot of other effects) using just about any photo editing program on a computer. This actually gives you more control over the conversion, as you can control things like contrast and brightness.
