At first the screen had a little greenish color at the bottom. So I checked the connections to make sure everything was okay. After that the screen would get dark and the picture would come in sometimes perfect but only for about 5 seconds and then it would get dark again. While checking the connections again I heard a pop and from that point on the the t.v. never would come back in clear.

Must be the power supply board, a fuse can be the cheapest answer or the whole board would be the expensive one, but I am almost sure it is the power supply board

check screen options. sometimes you can change the primary color's intensities(it looks stupid at 100% for all). You might have red a little low making yellow and blue show up greenish on the screen.

Hook a external monitor to the video output usually on the back, if picture is okay! the LCD screen on the laptop is the issue. But if both show the same, it is a video graphics card problem normally built into the motherboard, also check your color settings.

Sometimes these boards are not repairable at a local level. I know this very well. It is my suggestion to contact Union Electronics at 1 800 648 6657 and ask for Heather. Be sure you have the TV model# and your board #. You may purchase a refurbished board at a reasonable price and receive a few bucks on your old one. You will be pleased with the results. I have had to do this on many occasions! Also, there is a guarantee on this reworked board. I have had very, very good luck with these . Connect a different monitor to your computer, if it still displays the same fault the the problem is the video card and you need a replacement.

Looks like you need to purchase a new monitor. If it's too worn out then it's the outcome. I also had the same problem before and I ended up buying a new one. You should not experience that thing if it's new.

Display Issue

Toshiba makes a great laptop but the display video or lcd seem to go bad very quickly I have replaced the lcd in many to solve this problem but be aware a few also had bad video cards (unlikley in your case as the external video is fine) it would seem as the lcd panel has gone bad on yours. the average replacment is around $100.00 to $300.00 depending on where you purchase from.

Is the cable connected securely? You may need to check your video card also. You may be able to disconnect the cable and get a red, green, blue icon on the screen. If that appears normal then there is nothing wrong with the monitor itself, it may be the cord or the video card.

Display Issue

I think your right although have you noticed when you change a TV from PAL to NTSC,(and other display settings) that the screen turns green. Is this a possibility. If your LCD was fine B4 and the problem has occured without your help then sorry to say it sounds like the moniter is playing up. Anyway its just a thought.
