Check the memory cards and see if there seated properly. Check your hard connections.

There is power but no display and after few second the system fan stop how to solve this problem sir pls..

If you are using the PC there is problem in SMPS which can not deleiver the proper supply to the fan of motherboard so you should change the SMPS to solve this problem

If you are using a laptop then you should check out the display IC socket or check through VGA port if VIDEO available then your LCD is faulty you should repolace it with new one..
or also check the power controller card.

please give your ratings.....Thanks to giving me chance to help you...

MSI PM8M3 V motherboard with intel celeron D processor

If i am right, it's nothing serious, perhaps your Bios battery has been removed or insufficient voltage. You can replace the battery. Regarding "floppy disk fail", enter the Bios settings and disable the "floppy boot seek", this will fix your problem. Still problem? do let me know. Good luck Thanks for using FixYa.

CPU fan turns for a few seconds and stops, pc will not turn on. Have tried a good PSU, same issue. Removed all connection to motherboard apart from 20 pin, 4 pin power + cpu fan and PW switch: same issue.

1. First of all Remove dust from your CPU fan and try again if issue has been not resolve

2. Second test your SMPS by the help of Green & Red wire. In case fan is turning properly it mines your SMPS is ok

3. Third & last kindly replace your SMPS For the same.

How mutch RAM does "Motherboard MSI PM8M3-V (MS-7211 v1.x) Micro-ATX" supports

Spec sheet shows you can run 2GB of PC2700 DDR RAM (DDR-333), or PC3200 DDR RAM (DDR-400); http://www.superwarehouse.com/MSI_PM8M3-V_Micro_ATX_Pentium_4_Motherboard/PM8M3-V/ps/727805

MSI also provides a list of tested memory for the board;

Hmmm.... mainly you have:
-20 or 24-pins connector, that is unique and goes directly to motherboard (powers motherboard and its components)
-4 or 8-pins connector that powers CPU
-the rest would be connectors for ROM (CD/DVD/BlueRay) and HDD devices (there are: molex and sata power conectors)

If you totaly unshure, there is manual:
