Where did you here this because facebook will never charge its users for messaging. What you maybe looking at is a scam or spam. People use these tactics to get other people to pay for something that is usually free just so they can get your money. If you have received this message or anything like this, you should report it to the site's customer support or spam/scam support instead of reading it and opening any links that are attached to these messages.
Try this . Open facebook.com and when the unable to open error comes right click on the page and click edit site preferences. On that click network. On browser identification select identify as firefox and click ok. Then reload facebook. Worked for me.
