Put those filters on the line with your phones and answering machines and stuff; if you know they're already on correctly, tell your telco they have something configured wrong and to please look into it (though it's possible the filter in your DSL modem is going wacky on you or that the filters got wet; you can tell them the signal strength (e.g. -11dB) info from your DSL router's connection info page.)
