KLH 13" TV appearance problem

KDT133UY about 2 years old has strange BLACK window appearing occupying 2/3 of screen on one channel-- disappears if change channels, but reappears within 20 seconds.

Sometimes has letters and numbers across black window in ONE row.

Any suggestions?
