You are probably hearing the idle frequency of a switching power supply that has a transformer that is doing a high pitched 'rattle.'
These parts are normally submerged in epoxy to make sure the individual parts can't 'sing' like this and yours wasn't made well.
It isn't harmful and just another sign of shoddy Chinese manufacturing.

I cannot be sure of the exact model but... Press and hold the TV's volume up and volume down buttons simultaneously. On many older televisions, this opens the device menu without the use of a remote. Otherwise, use the menu button, which you can navigate in a similar fashion.
Also, somewhere should be an input button. Press it multiple times times to switch between various inputs (the input must match whatever input you are using). Usually after these menus are opened you can use vol up vol down to change things.
