Here i'm providing a solution which helped me out of this 'sim not allowed mm#3' problem. Go to below mentioned directory in your Vivaz phone.
Menu/Settings/Connectivity/Admin.settings/Packet data/Packet data connection
and choose 'packet data connection' as 'When required'.i hope you will not face this
problem again.
