My washer will not fill with water or do any functions when i turn the dial

make sure the water level hose is connected to the tub and the switch,you can remove the front panel to and flip up the top check,let me know now you do-mike

This is very odd, and probably isn't going to be any help,,,, but i know that most top loading washers have motors that spin in 2 directions. 1 direction engages the transmission/gearbox which than makes the agitator go back and forth while also turning the water pump in a direction that actually sucks in air, or water. When the motor spins in the other direction the transmission/gearbox engages so that only the drum spins and the water pump now does its job and pumps out any water in the drum before and while its spinning. With this in mind, and the fact that you say the washer only spins,,,, its possible that the motor is only spinning in one direction allowing the washer to drain and spin,,,, but not agitate.

Hi, Will the water shut off if you turn the timer off or unplug the washer?
If it shuts off when power is turned off to the washer, you need to look into the water level switch. If turning off power to the washer will not stop the water, you need to change the inlet valve.

Sounds like a bad timer motor.
Try watching the timer motor and see if you can see it moving .
