Question about Dell OptiPlex GX260 PC Desktop
When you start computer press either F2, DEL to get into bios, depending on the setup of your bios.
Go into bios and under avdanced settings chang the boot sequence to read CD then A then C, or in this similar order.
Then exit saving changes by pressing ESC key and make sure cd is in you primary drive. If you have two CD roms or 2 DVD roms then try the one at a time and when it boots from the cd, press any key to continue installation. Good Luck!

I wonder what error message you're getting.
Click here to enter your service tag and to find out if your PC is under warranty. If it is then call Dell and your're good to go.
Run the on-board diagnostics: (essentially F12)
If it's not making it to the Windows splash screen then this should lead you in the right direction.If you have decided to reinstall and are booting with the OS CD-Rom, but it's not booting you will need to adjust the boot order to include the CD-Rom in the BIOS.

maybe try taking out the cmos battery located in your case, looks like a small watch battery, that will clear bios settings and start from scratch, if there is no battery then there is a jumper sequence to do this
