I changed tivo boxes on this tv and the volume on the tv stopped working. I can changed the volume with the remote, but the speakers no longer emit any sound at all. Does not sound like blown speakers as there is no static or noise coming from the speakers at all. I have searched through the menu to see if the speakers somehow were shut off, but can not find anything.

Check the remote control for its infrared emission by pressing all buttons on it. Check it with fresh batteries. If it is found OK, check and replace the infrared sensor inside the TV. If you wish to get some details; check the site linked here. Viewing it in "Mosaic" or "Magazine" will make surf easy. Surf the site with patience. Pull up older posts. Do a search by type in the brand name of your device at its search box. or "How to check a remote control" http://electronicshelponline.blogspot.com/
The ability to control volume is often lost do to dirt or wear internal to the remote control. If that's the case then I would try a new remote. I universal one will give you the capacity to control volume, on/off and channel change. Try one of those (you need to program it for your individual model) and if that controls the volume you should replace your remote.
Concerning the spontaneous activation of your on screen display is also possibly coming from the remote. Put the remote in cardboard box or anything non translucent and see if that stops the problem. If it does stop it's the remote. If not your set will have to be seen by a professional electronics technician that hopefully is familiar with TV circuitry.
Take the set apart and see if there is a separate board in front of the set. Remove the board and check for cold solder joints first. If o.k., replace sensor. Then again you could contact toshiba and order another key pad for the set.
Controlling the TV power and volume is probably all you'll be able to do with that control. The Comcast remotes are meant to be used with their converter boxes, and normally people want to change channels on the box while the TV stays on the box output channel (usually 3, sometimes 4). The remote's channel up and down buttons and number keypad only send out the codes recognized by the converter box. You'll need to fall back to the TV remote if you want to control more than power and volume.
You should be able to go to the tivo menu and push Messages and
Settings, followed by Settings, and finally Remote Control. Then
follow the directions on the screen. You normally would program volume
and mute, power, and tv input. It will walk you through the
manufacturers and give you the codes to try.
If the codes do not work, it is possible that Tivo does not have the
codes for the TV yet, but I would first make sure that you have the
most recent version of the Tivo operating system (force a network
connection a few times).
