A trunked radio system is one where users share a number of frequencies that are rotated by a computer, and while your scanner may be able to tune in to specific frequencies within the system, it is not capable of following a user when the frequencies are changed. In other words, you may pick up a lot of activity on a frequency in the system, but you'll have a bunch of partial, cut-off conversations involving different users.
