A camera that works connected to a TV without software is not the proper device to connect to a computer. Check again with your packaging and instructions.
Having a camera working on the computer and then porting the video signal to a TV monitor is the preferred arrangement.
Install the software, reboot, then connect a PC camera, it should be recognized and be testable on Skype, etc.
Uninstall any previously installed drivers: Start>right click Computer>Manage>Device Manager>find your camera in the list (if there) and right click on it>Uninstall
Restart computer.
Double click on your downloaded driver>Run>Continue/Allow>plug the camera if prompted and continue
Wait to finish installing and restart your computer
Your camera should work now.

Try to disconnect your webcam then reinstall cd driver reset your PC. then connect again your webcam. testing and configure using skype messenger or yahoo messenger.

To install the camera follow the procedure:
1.Plug the webcam to your computer.
2.Insert the driver CD into your CD writer.
3.Install the camera driver from CD.
Now your camera is installed on your PC.

First do a clean uninstall with the Windows Installer Clean up utility, after you remove the programs from your add/remove menu. Then try inserting the cd, and going to explore it manually, look for a setup file that says vista on it, try installing that way.
Hope this might jump start the fix, I don't have vista =S
You need to go on line to the manufacture and download the VISTA driver for your camera and then follow this info to install.

Try disconnecting the Camera from the USB port and reinstall
the CD or Downloaded software program. When the program asks you
to connect the camera to the USB port, do so and it should work.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.
