If you are a mtnl user then you have website http://register.mtnl.net.in where you can have a look on your account usage..
else there are many shareware softwares available which deal with the accounting of total downloads like BWmonitor etc..

I guess you are asking about BSNL data usage.
Here's the link:
Put your portal ID and password [usually "dataone" if you have not changed it]
If you don't have your Portal ID and password, call the BSNL customer care center.
And if yo don't even have the customer care no. don't worry,
Just dial 197 from your landline, and ask them for "Broadband Inquiry Number"
