If there was any shorting and or corrosion in the circuits caused by the water, the affected circuit boards and parts will have to be changed to service the camera.

How to fix a wet digi cam?

Let it dry completely.. Take out battery, do not turn on until dry. If wet with fresh water, should still work if not shorted out already. Salt water is much worse. Put it somewhere dry for about a week before trying again.

Lens isn't coming out.

There is a mechanical displacement in your digi cam. May be due to shock or ****. Digi Cams are very delight, especially small ones. We have to handle it very carefully. Even a small **** can cause problem. Get it serviced as soon as to avoid any further problem.
Don't turn it on and off, it may lead to motor problem.

Try this:
Turn on the camera in another mode.
Go to the menu.

Water inside S3500 Fujifilm

Try taking it apart, and letting the pieces dry oput, or take it to a reputable camera shop, and see if the can replace one of the boards that might have short circuited, otherwise it looks like you need a new camera :( Sorry.
