If the marks are on the timing belt/chain rather than punched or scribed on the cylinder head, you will discover it can take many turns of the crank before the other marks line up. This is normal.
If you line everything up and make a couple of static marks lining up with the cam wheels and then rotate two revolutions you should see the cam wheels returning to the original position...

Yes, but first, just in case this is an interference engine, turn the crankshaft back about 20 degrees, a small bit, so all cylinders in the block will not be at top. Now set both cams on their marks. Then return crankshaft to the TDC mark.
the first thing to do is to make sure the steering is not binding up,like a balljoint or tierod , un hook the tierods and feel the turn of the wheel at the wheel not the steering wheel, make sure its not thight do the same on the other side, also take a good look at the shaft going to steering gear, ive found that the ujoints rust up and bind, causes wheel not to return, it could also be a leaking rack internally, start there, good luck.
Vacuum leaks. Check all hoses and intake bolts. Leaking EGR or plugged PCV valve. Air filter plugged. Leaking head gasket. Worn timing chain. Camshaft lobes worn. Valves burned or leaking. Fuel idle control system or sensor. Good luck!
All dipsticks have an upper and lower mark ..the top mark is the full mark and the lower mark is the add oil mark. Check it with the engine off on level ground. Also after the motor running at take a few minutes for the oil to return to the oil pan to get an accurate reading.
Do not overfill.
