You can find a new charger by searching for your camera's model number (add the word "charger") on Amazon, but it might be better to get one of the "universal" chargers instead. There are several makes of these, that will charge any of the small lithium batteries used in cameras and phones, so you won't have this problem again. And the universal chargers are often cheaper than the ones dedicated to a single battery type.

If your camera came with a charger for the battery, then it is unlikely that it will charge from the USB lead.

Battery low indicator on Canon Powershot A470 camera is always on

You're using alkaline batteries. No matter how much you pay for alkaline type batteries, they just cannot cope with the amount of power that a digital camera needs - especially an older model. Use a type called lithium AA, energiser make a very good version. You can usually buy them in camera shops, and they can be a little pricier, but the camera will take between 300-500 photos per set, so worth it. If thats not possible I would suggest using rechargable batteries with a charger - the higher the number the stronger the battery. 2100mAh to 2900mAh should be okay for a camera, and the best type is niMH (not niCD). if the picture is being recorded and only the play backscreen is not working then you will have to have the playback screen or associated electronics repaired. If the camera is not even taking pictures or playing back then the camera is broken beyond economical repair. Canon will charge about $125 for a rear screen repair and about $150 or more for a sensor repair. New models better than the one you have start at $299.
