If your computer works fine even though dbe.exe is stopped then you can prevent that message coming up by going to start>>>run then typing 'msconfig.' Go to the startup tab then uncheck the box next to the process with the problem. This will prevent it running so you will not get the error message.
I think you may have made a typing error when you made this question - if you could tell me the exact message I may be able to assist you a bit more specifically. Or perhaps you typed it perfectly and it's just a very rare process!
