What tv card or capture we can use in the intel dg31pr motherboard?

The Intel DG31PR motherboard has one PCI-Express x16 slot & two PCI slots. The motherboard also has 1 PCI-Express x1 slot.
You can use any of these slots. I am guessing you are using the PCI-Express x16 as you're primary video display. If you're not using the PCI-Express x16 slot & using the onboard graphics you could use anyone of these PCI-Express x1 capture cards.

For the PCI slot (Two whit in color). Any one of these.

Video capture devices include a learning curve. Do not expect to add one of these into you're system without reading the instructions. (I know little of this format). The PCI-E x1 will be faster than the PCI cards.

Motherboards do not generally have incompatibilities with software. Video capture software can be graphic intensive, especially if it compiles. You are going to want as much ram as windows will use (4gb for 32 bit, 8 for 64 bit) and a good graphics card. PCI express 2.1 would be best so make sure the motherboard has it. You can also opt for a motherboard with either SLI or crossfire to employ dual video cards, but that may be overkill.

    I have a pci e 16x vga and a capture card pci e 1x

    Maybe you should try taking off one of these cards and try them one by one.
    I mean, install the AGP and test if your system will work, if not, unplug it & try the other one.
    If you have an integrated graphic card, you shouldn't connect the monito cable to it, but to the new one you are using.

    TV Tuner Card is not working on DG31PR Motherboard

    You should always install mainboard drivers first.
    Remove tuner card, install all other drivers, then add in Tuner card.
