Windows 98 is no longer supported, and therefor should not be used for internet access. End of support for Windows 98 and Windows Me Effective July 11, 2006, Windows 98, Windows 98 Second Edition, and Windows Me (and their related components) will transition to a non-supported status. After this date, Microsoft will no longer provide any incident support options or security updates. Microsoft is not offering a custom support agreement for these products.
note that windows 98 is no longer compatible with recent gadgets like you printer. this means that your pc registry is not able to load up the modules for installation process that needs certain requirements that your windows 98 do not meet.
the best option i advice you on is to check your pc's performance: your ram, processor and power supply. if your ram is over 512mb and your processor is near or above 1ghz, then you can either install another windows on the system without removing your 98 windows. this will help you install any other devices by using the other windows modules and swiching between the windows easily. this option is not advisable but helpfull when you do not want to override you existing windows so you could add any machine to your pc.
i know this might be a boring and a long process to consider if the printer you have does not support windows 98, but you could try it if you willing.

I regret to inform you that Microsoft no longer supports its Windows 98/Me operating systems. Microsoft's licenses that authorized manufacturers of printing and imaging equipment, including Lexmark, to include Microsoft's related USB files in printer and scanner drivers have also terminated. Consequently, Lexmark no longer is authorized to reproduce or distribute any Lexmark drivers that include Windows 98/Me USB functionality. Lexmark has removed Microsoft Windows 98/Me USB files from our currently distributed CDs as well as all web packages for Windows 98 and ME. This means that Lexmark is no longer able to provide Windows 98/Me USB functionality in any drivers for existing products. You may still retain the right to use/reload any driver CD or web package obtained previously.

there are no drivers available Windows 98 or Windows Me,this operating system may not require a driver or in this case of older operating systems may no longer be supported. try upgrading your windows,THERE ARE DRIVERS FOR WINDOWS 2000, XP,VISTA. SORRY FOR THE BAD NEWS
You may try the windows 2000n driver from www.hp.co.uk downloads but hp stop supporting windows 98 and you will not be able to get the driver for that machine on 98. Millennium had some qualities of 2000 so try that.
