Sounds like a problem with windows, you should reinstall it.
1. Get a windows setup disk.
2. Put in drive.
2. Go into your bios, usually done by pressing f1 or del, and make sure that your cd is the first boot device. Exit and save your changes.
3. When it says 'Press any key to boot from cd..' press a key
4. Follow on screen instructions.
As for the other disc you were talking about, I assume you mean a driver disc? If so that shouldn't cause/fix the problems you mentioned. But it should have most if not all of the same drivers on it, so you could probably use it, but you may still have to find some on the net or from another disc.
