The problem is in the actual power supply itself. You need to replace it.
Follow the instructions and see which version you have and order a new one. If you have already changed the fuse then you should know how to access this by now. Just intall the new one and you'll be fine

Only reason i could figure out why it would be blowing fuses is that the circut you have your ps2 on is drawing to much power and the fuse can not handle thepower output see what you have plug in to that fuse look around your house see what eles turn off when the fuse blows and try to unplug one or more of them when you turn on your ps2
