Re install tata photon plus and then try again.
First remove from the control panel and run setup wizard from your dongle.
If it still not connects your modem to an internet then the problem is from your service provider then call him.
He will connect your modem.
I am knowing this fact because I have also tata photon whiz connection.

The procedure is listed in tata photon website. You have to go to their website and enter your phone number (your data card number). Then you will get an authentication code.
