My experience on toshiba laptop is problem with the backlight inverter , , a lot of my clients toshiba laptop having the same problem , just order a used or new backlight inverter on ebay and replace it , and that may solve your problem , when the inverter is not working it cause the backlight not lighting up the screen....

My laptop wont come on a screen keeps coming up asking to repair or start windows normally i have tried both without success

When was the last time you were able to use your computer?
Did you installed any software recently in your computer?
Try pressing F8 on startup and use the Last Known Good Configuration. May be that will help.

When I turn it on toshiba logo comes on and then it says that there either was apower failer or it was not shut down propley and it says to start windows normally when I do that nothing happans screan goes...

When it asks you to start windows in normal, there is also an option for Safe Mode. Select safe mode and boot. Once you have booted in safe mode, you can reboot and let it boot normally (it will not ask now).

Sounds like you may need to re/install or update some drivers.

Attempt to boot the machine into Safe-Mode.

Continuously hitting F8 while booting will get you to the Boot Option Menu.

If you can successfully boot into Safe mode, this may be enough to put things back together.

Attempt Safe-Mode and if successful try a normal boot.

Start from there and let us know the results.

Cant power on completely

try starting it in safe mode: when booting press F8 continuously until you hear a beep. When/if it can start in safe mode go to Start>programs>accessories>system tools>system restore; and choose a date when you know your computer was working okay then press restore. When it has finished it will reboot, if it asks you what mode you want to use to start press start windows normally.

fingers crossed this will work. hope it helps

TOSHIBA

your motherboard's configurations is set to ask for password as soon as booting
try using the password Toshiba ( with capital T ) or toshiba ( small t ) .. normally that's the backdoor password for Toshiba laptops .. if either don't work .. try to hold the left Shift key as soon as you boot the pc .. this also can be a solution to bypass the password.. if none is working let me know :)
