Ethernet cables must be placed the right way round. Make sure that you are using the ethernet socket - it looks like this.
If it is an older computer you may not have an ethernet port. It is possible to install one - you will need to buy the necessary hardware.
It could also be that your ethernet cable is broken, or that you have the wrong cable. You can buy a new one from amazon.

No this seems to be a problem on dells, you can have a new cord but the socket appears to be about 1/16' deeper causing them to not clip into place.
