My tv is about not even 3 years old, the bulb was already replaced once and now the tv will not turn on, we replaced the bulb again, but no change... The blue lights come on and flash but eventually turn off.

You are on the right track, if the lamp is not lighting bright enough it could do this exact thing, the three tries is standard on RCA products, called the 3 strikes and your out---set will try 3 times to make it on and then shut down.
The color wheel while possible usually makes a high pitched fan like sound and with lamp out you should be able to see it to know if missing parts of the wheel or shattered.

what happens if you try it again when it normally turns on.. is it still take the same time in the second attempt after sucessful turn on ..
Its sounds as if the lamp has exploded or the color wheel has. I will post a link to a site that has a trouble shooting manual on CD called RCA DLP Disc #1 which covers every DLP in the ATC line which is what your model is. On the back of the TV, you'll find the Access door to your lamp. Unplug the TV from power, and remove the screw on the access panel. Inside you'll find 2 additional screws holding in the lamp housing assembly. Remove the screws, then the lamp assembly and visibly inpect it. You'll know if the lamp is defective, it will have obvious damage. If so replace with part # 260962, you can acquire this lamp for arround 100 dollars off ebay, or 262.00 direct from RCA.
