You shuld go to your provaider and change new sim card with your number then you can make new code . no other way for that the code its block into the network wen you change the sim you will have new sim serial then the network will accept your new baring code.

Initially the default barring code for that was 1234, on your phone type #33*1234# or *33#1234#.
The barring password was save into the SIM card and if you have changed it before and don't remember it now, it is better to call your operator to remotely unlock and set to default again your barring password.
