Are you looking for the cord that plugs into the the electrical outlet that connects to the external power supply? Or are you are looking for the external power supply as well? If you are looking for just the cord itself, they should be common item that you should be able to purchase and any appliance store.
If you are looking for the cord and the external power supply, there are many online outlets that you can look like ebay, etc. You need to search for a 15 Volt 4 amp universal power supply. I would recommend the universal power supply since it will come with multiple adapters plugs so you should be able to find the right one to fit your monitor. Also note the polarity of the the plug otherwise it might damage your monitor.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums Post back what you see inside so we can guide you further and it will help out other people in the future also. http://en.wikipedia.org/wiki/Capacitor_plague http://www.badcaps.net
The monitor needs a power cord and a signal cable. The power cord is a standard 3-prong detachable cord just like the one on nearly every desktop computer and many other electronic appliances.
The signal cable may be one of two types, depending on your computer's video connector. The monitor has connectors for both VGA (a D-shaped connector with 15 pins) and DVI (a rectangular connector) inputs. You need a cable with whichever type of connector fits your computer.
You should be able to find the power cord at Radio Shack, any of the big office supply places, or retailers who sell computers. The signal cable may be available there as well, or you can order from a number of online vendors.
The monitor also allows you to plug in a USB cable from your computer so you can plug in USB devices like a keyboard or mouse. For that you need the same kind of USB cable you would use to connect a printer.
You can view or download a copy of the monitor user's guide at Dell's site here:

(or at least the one that came with my monitor). The model # for the power supply is LAD6019AC3 it's 15v DC 4A. The website gives no information about how to order it via them but they have a contact page that gives a sales email addy as well as hr and gen inquiries.
