Quick look at info form DEll gx150 Dell Search All Dell com shows me your motherboard is useing 40 pin ATA interface. So you need to be sure the drive is set to "master" or "Slave" and plugged into the ribbon for the interface in correct order. Master is located at the end of cable, slave is in the middle of the ribbon. Drives also have jumping pins that need to be set for Master and slave. There is a difference from one manufacturer to another. But the info is on the drive itself most time. Look close at the label on the drive for the settings for slave mode.

How to bypass power button on dell gx150

See http://support.dell.com/support/edocs/systems/opgx150/en/ug/about.htm#inside for a view of the internal connections for the Dell GX150 motherboard and front panel connector.
You would need to try to identify which wires on the front connector pin block are used for the power switch then use a meter to check whether the switch makes a temporary or permanent connection between those pins to know whether you could just jumper them or not.

I disabled the video on my dell optiplex gx150 to try to run a different video card and now I've got nothing. How do you turn the video back on when you can't see the screen?

I would open up the case and take the cmos battery out. In addition, look at the motherboard to see if there is a set of jumpers near the battery that say something like clr or clrcmos (I can't tell by looking at the diagram on Dell's site if there is one). If you find 3 pins labeled like that, switch the jumper to the alternate position and then back again after about 15 seconds.
Now replace the battery.
Start the system and see if it works.

Can a OPTIPLEX GX150 be upgraded to a p4 it was a cheap xmas present and just would like to know

No. Even if it could you could only use 1ghz of a 3 to 4 ghz processor. You will need to buy a new motherboard in order to do that. Here is the specs. let me know if it isn't the right computer.
