There are many "processes" that run in order to provide services to the user and the application programs you install. I've seen system with as many as 85-100 processes running with no actual applications open. Occasionally, these processes take extra time to close down if there are other processes preventing them from doing so immediately at shutdown. To avoid corrupting the processes, the OS alerts you, the user to the extra time needed so you don't think there are any problems. You may have the option to force them closed, but unless you are willing to risk a corrupted file, doing so is not wise. Be patient and wait. This is a normal occurrence that will happen from time to time.
1) To check whether your window os is activated or not goto Run -> type slui & the window of activation status will appear.
2) To verify the drivers software is sign up by a valid signature certificate or not just type sigverif in run and follow the wizad (ie press start)

Another way to shut down is press alt + f4 repeatedly .you may have a virus from a bot which try's to use you machines CPU to bitcoin in the background or you may have an unwanted program running and this is preventing normal shutdown.i would force shutdown by holding power button until screen goes black.then restart but do nothing until it has fully initialised then press control+alt+del together to go into task manager then look at processes to see what is using the most of your CPU resources?that is usually the culprit.....write down anything suspicion and google it to see if it is a system generated process or a spurious one.download ccleaner and malwarebytes.
ccleaner makes it easier to disable start ups and delete unwanted stuff in the explorer/ browser cache that will speed up the machine on start and shutdown.malwarebytes usually finds nefarious stuff/viruses Trojans root kits etc that you don't want running in the background so download that and run a full scan after update.still having trouble after that then as a last resort download combifix from bleepingcomputer.com and let that run but only as a last resort as this sometimes removes your favourite desktop background which you will have to reinstall.good luck.
There might be some software issue or virus attack in your system.. once that window opens, go to start->run and type "shutdown -a". which will cancel the shutdown.. and then check for the software issue or virus attack.
CTL,ALT.DEL select task manager under there you should see that there is a program that is not shutting down thus causing your issue. You need to shut it down before shutting down the computer again. Otherwise hold down the power button to FORCE SHUTDOWN.

try starting up with the system/install disk, select language then at the top there is utilities, select disc utility and repair first then repair permissions. Then select startup disc and restart. If this fails then do an archive and install.
1. Make sure ALL user accounts are logged off!!!
2. UPDATE ALL DRIVERS
3. Check to see how many Programs are running while attempting to Shutdown the PC..(the more programs it tries to close, the longer it can take...(ESPECIALLY WITH LOW AMOUNT OF RAM/SLOWER RAM)
