IT DOES NOT TURN ON!!

the radar keeps does not turn on when i plug it in. i tried it in a different car and nothing happens.
Also, there is a piece inside that is moving around.
I carefully opened up the unit and found that it was the button for the MUTE on the actual radar. I know how it fits in but if i put it back in will it fix the radar?
how do i put the piece back on?
