My Agere softmodem stopped working suddenly. Phone line ok. Toshiba diagnostic tool reports that modem is functioning properly but cannot find dial tone. Dial tone can be heard clearly when I attempt to dial out and I can hear the modem attempting to dial but the connection is not made.I have reloaded the drivers and executed system restore to a point prior to the modem failure. Still have same problem with modem. Any ideas about what's going on?

Well its sounds ike the modem may poked ut lets assume it is not perhaps yo have doube checked your conection is correct if it is TRY ANOTHER modem because they are known probems for your coonections especially dialup are you meaning this?

Assuming this is NOT a dsl or cable modem, try the following:
The modem settings can be managed from the control panel as follows: •Click Start (lower left-hand of screen) •Select Control Panel •Click Phone and Modem Options •Select the Modem Tab •Select the Modem Name and click properties. •Check the properties settings and make sure the Modem is enabled and working ok. -Device Status should be: 'This device is working properly.'
Also, review the other tabs in the properties page (General - Modem - Diagnostics - Advanced - Driver - Details).
Make a note of any setting before changing it.

You have two different devices here. A modem and a wireless network adapter. Two totally different devices. It sounds like the modem quit working but the wireless network adapter still functions. I'm assuming that the modem is built it. If you absolutely have to have it you could buy a PCMCIA modem if your laptop has a PCMCIA slot to plug it into. You could also have a corrupted modem driver.
Save yourself alot of grief. Purchase a PCMIA or USB modem and your done. A very inexpensive fix. I am a certified HP Master tech and I will tell you that HP does have some consistent problems withg their modems. If you can spare a few bucks go to www.driveragent.com and try to locate an updated driver.
Go to start>control panel>classic view>double click Network and
Internet connections>click network connections>right click your
connection>select properties>under General tab make sure that the
device listed is your correct modem-click configure-make sure the
Enable modem compression box is "unchecked"-click ok to save
changes-click ok to exit.
Make sure you have the latest drivers available for your network adapter, consult the MS Vista Network troubleshooter available here
You may wish to use your Device Manager to review your hardware and address any problems that appear there.
Monitor processes use using task manager or process explorer to see if your ram is being taxed unduly by the running processes. (I mention this because Norton is known to be a bit heavy handed in its use of system memory, you could try an alternative AV like Avira, Kaspersky, Eset NOD32 and see how it affects connections).

just go to the modem properties and you will see a option there called wait for dail tone if u see tick mark there please remove the tick mark your problem might get solved. if this doenst work then check up ur cable and the modem
youre temp files wont stop you from accessing sites but firewall will;if you have antivirus software you can access firewall settings and either tempory disable it or add exceptions(allow various programs) you might wanna try clicking tools,internet option,security;first and select option with lesser security zone.
